Immediately after the 26th January 2001 earthquake, Gujarat State Disaster Management Authority (GSDMA) was established and registered as a ‘Society’ under the provisions of the Societies Registration Act and the Bombay Public Trust Act on 8 February 2001. GSDMA was initially mandated to implement the gigantic task of rehabilitation and reconstruction programme in the earthquake affected areas of the State and simultaneously act as a nodal agency to plan and implement pre-disaster preparedness and mitigation activities including training and capacity building of all the stakeholders involved in disaster management
Emergency management deals with a wide range of strategic management strategies used to protect the organization's critical assets from disaster or unexpected hazards, and to ensure that their planned lifespan continues to last long enough.
These assets are divided into either living beings, inanimate objects, cultural or economic. Life-threatening crises are classified as either natural or man-made, depending on their cause. To help identify these processes, the entire strategic management process has been divided into four areas. These four areas are usually risk mitigation, preparing resources to respond to crises, responding to actual damage caused by a crisis and preventing further harm (e.g., immediate evacuation, quarantine, separation, mass refinement, etc.), and Works closely with the maximum restoration of the situation that preceded the disaster. These areas are in both the private and public sectors, both have similar processes, but their focus is different. Emergency management is a strategic process, and not a well-planned process, thus generally staying at the administrative level within the organization. It usually has no direct authority, but it plays a role of counseling or coordination to ensure that all parts of the organization are centered on a common goal. Effective emergency management depends on the full integration of emergency plans at all levels of the organization, and on the understanding that the lowest levels of the organization are responsible for managing the crisis and seeking additional resources and support from the upper levels.
